Broomehill Road Board

Like most other country towns and districts, the first municipal governance was by a road board instigated by the townspeople and authorised by, at first, the Colonial Government of Western Australia and later the Western Australian State Parliament.

Monthly Meeting – Broome Hill Roads Board – 10/12/1904
The monthly meeting of the Broome Hill Roads Board was held on December 10, 1904.

Present: T. Norrish, G Norrish, O. Saggers and W. G. Hams. The minutes of the monthly meeting held on November 12 were read. The chairman stated ‘ that it should have been recorded that the secretary was instructed to write Mr Surveyor Denny re Powells Road, D/4. It was found this had been done. The minutes were then confirmed.

The secretary was instructed to write to the Lands Department re gravel reserve near the 109-mile asking what was being done in the matter.

CORRESPONDENCE.
From Department of Lands re Reserve 1,698 (Broome Hill lot 366), “Recreation” shall be placed under the control and management of the Broome Hill Roads Board and the Order-in-Council will appear in “Government Gazette.” Received.

Re declaration of a road from Reserve 1,717 that instructions have been issued to Mr Surveyor Bee to effect the necessary survey. Received.
Re water reserve on the Tambellup-Moonie Hills road. Instructions have been issued for the survey of same.

From Public Works Department, re the Board’s application for a grant to build an office, that as other Boards have built offices put of their own funds the Minister is of opinion that it would be inadvisable to depart from the practice.

Re dog labels. That the Colonial Secretary’s Department is arranging to furnish municipalities with them, and any Road Board desiring to take advantage of this arrangement can do so. Mr Saggers proposed, and Mr Hams seconded, that the secretary apply to the Department for 150 labels. Carried.
Quotations for dog labels were to hand from Messrs Cumpston and Mason, and Messrs Cooper and Legg.

From Mr Ash, Government auditor, authorised by the Minister for Works to audit the Board’s accounts.

From the Hon. F. H. Piesse residing at the 97 or 98-mile and loading bark at the 96 ballast pit, &c.. also re the annual grants. The secretary was instructed to acknowledge receipt of same, and to say that the grants published not being notified as special grants, were mistaken for the whole amounts. Also to state that the Board would require the amounts of annual grant for roads, &c., and consequently the cost to build an office could not be spared there from. Also to inform the Hon. member that a grant of £60 was applied for in 1903 for a cement tank at the Mechanics Institute to supply drinking water for the travelling public and to renew the application.

From the Roads Board Association re the annual Conference and subscription for 1905 This matter was postponed for consideration.

From J. S. Crawford, application for a new road from location 2,549 diagonally to 1,532. On the motion of Mr Saggers, seconded by Mr Hams, this was approved.

From J. S. Crawford, re road through block No. 2,301 which was approved of as surveyed.
From G. H. Hams, notice of closing old track through block No 2.024. It was resolved to call tenders for clearing the surveyed road through this block as soon as funds are available. The secretary was instructed to write Mr Hams to this effect.
From Mr R. Poletti agreeing to pay expenses of closing road through location 817.

From W. H. Poet, application for closure of road through location12,497. The Board approved of this part of the road being done away with.
From J. S. Crawford and others, petition for a road to be opened W. and E. north of local ion 2093, 2375, and an axe track 64 miles. It was resolved to apply for the road from A to B, and to see into the matter of cutting a track as soon as funds are available.

From J.S. Crawford re closure of road through 2,702, which was approved of.
From Mr James Tunny, re clearing culverts on the Perth-Albany road. The secretary was instructed to write Mr Tunny that the culverts being outside the boundaries of the Boards district they were ‘unable to undertake the work of clearing them. The part of road from Telyarup to Martinup was approved of.

Mr Saggers applied for a road between 5122/74 and 111.1/G8 which was approved of, and also an application from him to close the road adjoining location 1150, 545, 540 was also approved.
Mr John Annice applied for closure of road between No. 54 and 1,133, which the Board agreed to. The secretary was instructed to notify the surveyor of the same.

Mr W. H. Milton wrote wishing to make application to purchase Reserve No. 6,175 adjoining his land. The chairman stated that originally this reserve was larger and on the part remaining there is no gravel. The secretary was instructed to write recommending the Government to sell it, if it were reserved for the purpose of gravel, as there was no gravel on it.

A statement was submitted to the Board showing a credit balance of £283 in hand to date. The chairman read the auditor’s report and submitted the statement for the 18 months ending June 30, 1904. On the motion of Mr Saggers, seconded by Mr McGuire it was resolved to pass the same. The chairman and secretary were accordingly authorised to sign it.

The chairman read the report of the Tambellup Agricultural, Pastoral and Progress Association objecting to the ward system proposed by the Broome Hill Roads Board claiming the way the district should be divided, also stating that the roll does not show persons rateable in the district of Tambellup by about 70. It was resolved that the matter should be left entirely in the bands of the Minister.

A letter from the Commissioner’s Office, Perth, relative to loading bark at the ballast pit 96 mile stating this siding was only for departmental purposes.

On the motion of Mr Saggers, seconded by Mr Hams, the following accounts were passed for payment.
George Gaylor, constructing ford across river at Camballup, £80; repairing road 15 and 16-mile, Pallinup, 12s 6d, £30 12s 6d; A. McDonald, Gordon River crossing, £8; J. Fraser. improvements to Recreation Ground, £20 ; J. E. Lush, disbursements to secretary, £3 5s; J. I. Lush, salary, &c., £5 17s 9d; C.J. Darcy, repairs to pump at reservoir, 10s 6d; H. Farr, balance of clearing, 3-mile Porteous road, £10 5s.

Tenders were received for cutting axe track 7 ¾ miles south of Tambellup. From M. J. Daly, at 1s 3d per chain. From John Johnston, at 1s per chain. From A. G. Dawson at 9d per chain; £23 5s for 7 3/4 miles. Mr McGuire moved and Mr Hams seconded, that A. G. Dawson’s tender be accepted. Carried.

On the motion of Mr McGuire, seconded by Mr Hams, it was decided to call tenders for clearing three miles surveyed road, 16ft 6in wide at Yongenup.
